Visitors Insurance:
Emergency vs Comprehensive
1 The Core Difference
Both plan types cover a medical emergency. The difference is everything that is not an emergency.
| Emergency Medical Only | Comprehensive | |
|---|---|---|
| Emergency hospital and physician care | Covered | Covered |
| Ambulance and emergency transport | Covered | Covered |
| Prescription drugs during an emergency | Covered | Covered |
| Routine check-ups and physicals | Not covered | Usually covered |
| Minor ailments (colds, infections) | Only if urgent | Usually covered |
| Follow-up visits after treatment | Limited | Broader |
| Relative cost | Lower | Higher |
2 What “Emergency” Actually Means
This is where families are most often caught out. On an emergency-only plan, the insurer pays for care that is sudden, unexpected and requires immediate attention. A condition that was known before arrival, or care that could reasonably wait, generally falls outside that definition.
- Covered: a fall, chest pain, an acute infection, a sudden severe allergic reaction
- Usually not covered: a routine physical, a prescription refill for an existing medication, a planned procedure
- Grey area: follow-up visits after an emergency, check how many are included and for how long
Pre-existing conditions are assessed separately again, under the stability rules explained in visitors insurance pre-existing conditions.
3 Which One Should You Buy?
Length of stay is the deciding factor far more often than age or budget.
| Situation | Usually Better | Why |
|---|---|---|
| Two-week holiday visit | Emergency medical only | Little chance of needing routine care in that window |
| Three to six month stay | Consider comprehensive | Routine care and prescription refills become realistic needs |
| Super Visa, up to 5 years | Comprehensive worth pricing | Over a long stay, routine care is close to certain |
| Visitor with ongoing medication | Compare both carefully | Refills of existing prescriptions are frequently excluded on both plan types |
| Tight budget, short trip | Emergency medical only | Protects against the catastrophic risk, which is the real purpose |
4 What This Means for a Super Visa
IRCC requires medical insurance meeting a minimum coverage amount, valid for at least one year, from an approved provider. The requirement is about emergency medical coverage, hospitalisation and repatriation, it does not oblige you to buy comprehensive.
- Emergency-only plans can satisfy the Super Visa requirement if they meet the minimum coverage and term
- Comprehensive plans also qualify, and simply add non-emergency benefits
- The certificate wording matters for the application, so confirm it before submitting
Full requirements are set out in our IRCC Super Visa requirements guide, and the product comparison is in Super Visa vs visitors insurance.
5 How Much More Does Comprehensive Cost?
The premium difference varies by insurer, age and coverage amount, rather than following a fixed rule. What is consistent is the shape of the trade-off.

6 Mistakes to Avoid
- Buying comprehensive for a two-week visit. The extra benefits rarely get used.
- Cutting the emergency maximum to afford comprehensive extras, that reverses the priority.
- Assuming comprehensive covers pre-existing conditions. Stability rules apply to both plan types.
- Assuming existing prescriptions will be refilled. Confirm the wording in writing.
- Waiting until after arrival to buy. Waiting periods commonly apply when coverage starts after arrival in Canada.
On that last point, see visitors insurance waiting periods in Canada.
